拝啓、

私たちは、起こり得る日本の夏の酷暑のために、選手や公衆への健康の配慮からマラソン競技を北海道の札幌に移転させるという貴職の決断の報に触れました。しかしながら、福島第一原発の事故によって引き起こされた放射能のリスクについては、私たちが知る限り、貴国際オリンピック委員会によって考慮されたという報には接しておりません。確かに、この問題は見えにくいのですが、長期間にわたる健康リスクの原因となるのです。

 9年目が過ぎようとしている現在、福島の原子力事故は終わっておらず、原子力緊急事態宣言の下にあります。放射能の放出を封印することができないまま、8年が過ぎようとしています。日本全国、とりわけ福島県を中心とする東日本に過大な放射能汚染をもたらしました。またこの度の台風15号、19号は、今までにないほどの強さで、同じ地域を襲ったのです。河川の氾濫は、野山にあった高線量の放射能を各所にもたらしており、その状況も把握しきれない状況です。

 聖火リレーは、Jヴィレッジという福島事故対応施設を出発点として、汚染地をくまなく走るという信じがたい計画です。ベースボール、ソフトボールの試合に予定されている福島市の「福島あずま球場」周辺の土壌汚染は、最大6176Bq/kgの汚染が検出されており、トライアスロンの水泳を行う東京湾の一部は、すでに汚物で異臭が放たれ、湾岸部には、放射能が高度に堆積しています。東京にもホットスポットは存在しています。

 私たちは、東京オリンピックに参加する選手たちの健康を憂う以上に、この開催が、大半が100年、また数千年に及ぶ汚染区域である福島周辺に暮らさざるを得ない住民たちの不都合な現実を消し去ることを最も危惧しているのです。これらの住民の中で、とりわけ、妊娠している女性、あるいはその可能性のある女性たちや子供達がこの惨事によって打撃をうけ、放射線の高線量にさらされているのです。

 こうした重大な状況を告発せず、貴職たちが東京オリンピックの開催をすることは、全世界にたいして福島事故が大したことではなく、何事もなかったごとくに消し去ることに加担することになるのです。

 私たちは、日本で受ける健康リスクに関し、貴職に、オリンピックゲームに関係する場所について、独立系の科学者たちによる放射線量の調査を実施させ、その結果から然るべき結論を導き出すよう要請するものです。

Cher Monsieur,

Nous avons appris votre décision de transférer la tenue du marathon à Sapporo, Hokkaïdo, pour minimiser les risques provoqués par la chaleur éventuelle de l’été japonais sur la santé des athlètes et du public. Nous nous étonnons cependant que les risques provoqués par la radioactivité due à l’accident de la centrale de Fukushima Daï-ichi n'aient pas, à notre connaissance, été pris en compte par votre comité. Il est vrai que ceux-ci sont moins « visibles » mais sont source de danger à long terme.

En dépit de 9 années écoulées, actuellement, l'accident nucléaire de Fukushima n'est pas terminé, et fait toujours l'objet d'une déclaration d'urgence nucléaire.

Depuis près de 8 ans les dégagements de radioactivité n’ont pas pu être arrêtés. L’accident a engendré une contamination radioactive excessive dans l'ensemble du Japon et tout particulièrement dans l’Est où la préfecture de Fukushima est touchée de plein fouet. Cette même zone a été, il y a peu, frappée par les typhons Faxai et Hagibis d’une puissance sans précédent ; de fortes doses de la radioactivité toujours présente dans la nature ont été répandues un peu partout par les crues des rivières, et force est de constater que cette dissémination n’est pas contrôlable.

Il est incompréhensible qu’il soit prévu que la flamme olympique débute son parcours à partir du J village, non loin du site de Fukushima Daï-ichi, utilisé comme centre opérationnel de gestion de l'accident nucléaire, et qu’elle doive sillonner toute la zone contaminée.

Les mesures effectuées sur les sols autour du Stade Azuma Fukushima, où sont prévus les matchs de baseball et de softball, ont révélé une contamination allant jusqu'à 6176 Bq/kg.

De même, dans la partie de la baie de Tokyo où auront lieu les épreuves de natation du triathlon, l’eau est non seulement trouble et nauséabonde, mais une radioactivité importante s'y est accumulée. Car il faut savoir qu’à Tokyo aussi de nombreux « hot spots » radioactifs existent maintenant.
Outre l'inquiétude concernant la santé des athlètes en général, nous craignons que cet évènement, dans la région de Fukushima en grande partie contaminée pour des centaines voire milliers d'années, n'efface la gravité de la situation hautement dérangeante des résidents contraints d'y vivre. Parmi ceux-ci, des femmes - enceintes ou en âge de procréer - et des enfants sont touchés par la catastrophe et exposés à des taux élevés de rayonnements ionisants. En ne dénonçant pas la gravité de cette situation, vous risqueriez de vous en rendre complice laissant ainsi croire au monde entier que l'accident de la centrale de Fukushima n'a laissé aucune trace et fait désormais partie du passé.

Au vu des risques pour la santé encourus au Japon, nous vous demandons de faire vérifier par des scientifiques indépendants les doses de radioactivité présentes dans les localités concernées par les Jeux Olympiques et d’en tirer les conséquences qui s’imposeront.

For the attention of Mr. Thomas Bach

Dear Sir,

We have learned of your decision to transfer the marathon of the Tokyo 2020 Olympic Games to Sapporo, Hokkaido to minimize the risk of the heat of the Japanese summer on the health of athletes and the public. We are surprised, however, that the risks posed by radioactivity due to the accident at the Fukushima Dai-ichi plant have not, to our knowledge, been taken into account by your committee. It is true that these are less "visible" but are a danger in the long term.
Despite the fact that nine years have passed, the Fukushima nuclear accident is not over yet, and is still subject to a nuclear emergency declaration. During almost eight years the emissions of radioactivity could not be controlled. The accident resulted in excessive radioactive contamination throughout Japan, especially in the east, where Fukushima Prefecture is hit hard. This same zone was recently struck by typhoons Faxai and Hagibis of unprecedented force; high doses of the radioactivity still present in nature have been spread everywhere by flooding rivers, and it is clear that this dissemination is not controllable.
It is incomprehensible that the Olympic flame will begin its journey at J village, not far from the Fukushima Dai-Ichi site, used as an operational center for the management of the nuclear accident, and is planned to crisscross the entire contaminated area.
Measurements carried out on the grounds around the Fukushima Azuma Stadium, where the baseball and softball games are scheduled, revealed a contamination of up to 6176 Bq / kg. Similarly, in the part of Tokyo Bay where triathlon swimming events are to be held, the water is not only murky and nauseating, but significant radioactivity has accumulated in the surrounding area. Indeed one should be aware that in Tokyo too many radioactive "hot spots" still exist.
In addition to our concern about the health of athletes in general, we fear that the organization of these events in the Fukushima region, largely contaminated for hundreds or even thousands of years, will obfuscate the gravity of the highly disturbing situation of residents forced to live in these areas. Among them, women – pregnant or of childbearing age – and children are affected by the disaster and exposed to elevated levels of ionizing radiation. By not denouncing the seriousness of this situation, you risk making yourself an accomplice to this cover-up by letting the world believe that the accident of the Fukushima plant has left no trace and is now a thing of the past.
In view of the health risks incurred in Japan, we ask you to ensure that independent scientists check the doses of radioactivity present in the localities concerned by the Olympic Games and draw the necessary conclusions.
